丽水县是个山区县,山地占83%,农业生产是以林、粮、牧并举,以林为主,低山近山发展木本粮食,木本油料作物,高山远山发展用材林,潜力很大。但是山区运输条件困难,急需修路。山区应修什么路?除大量毛竹、木材产地外,一般是运输都有季节性,物资分散,零星;如修公路,工程量大,占用土地多,需要劳力和投资多,不现实;修建大车道、手车道,投资和劳力用的少,技术简易,建成后可通小型机动运输车(1.0～1.5吨农用汽车,中、小吉普,小型拖拉机),群众很拥护。
