在党的基层组织和党员中深入开展创建先进基层党组织、争当优秀共产党员活动,是党的十七大和十七届四中全会提出的重要任务。中央明确提出,要以公开承诺、领导点评、群众评议、评选表彰(以下简称“一诺三评”)为主要方式深入推进创先争优活动。总政结合军队实际,制定了《关于在创先争优活动中认真做好“一诺三评”工作的指导意见》。
