党的十八大根据我国发展阶段的新特征新趋势,确定了全面建成小康社会和全面深化改革开放的目标,同时鼓励有条件的地方在现代化建设中继续走在前列。江苏经济基础比较雄厚,有明显的区位优势,也有很大的发展潜力,在全国范围内率先全面建成小康社会、率先基本实现现代化,既是必要的也是可行的。
