I was shocked to learn that the Central Ministry of Water and Electricity had informed the Guangxi Yangping Guiyang Dayanghe Reservoir, the second dam, of damming on February 13, 1983. The author has twice rushed to the Dayanghe Reservoir to investigate the cause of the second dam dam. I.
