近年来,随着两岸关系的不断改善和各项交流的日益密切,来厦门就业、创业的台湾地区专业技术人员越来越多,两岸人才交流与合作也越来越频繁。厦台人才交流合作具有区位优势、政策优势、人才结构互补优势以及供需优势等诸多优势;同时,也有政治顾虑、信息不畅、手续审批困难、经费困难以及一些现实困难。《国务院关于支持福建省加快建设海峡西岸经济区的若干意见》的颁布为厦台人才交流合作提供难得的历史机遇,面对这些情况,我们建议通过一些对策来推进厦台人才交流合作:突出厦门的特点和优势、坚持以厦台产业合作为凝聚力、大力推进厦台人才中介平台的建设、创造台湾人才在厦门发展的政策环境、促进两岸人才交流双向化发展。
In recent years, with the continuous improvement of cross-Strait relations and increasingly close exchanges, more and more professional and technical personnel are coming to Taiwan for employment and entrepreneurship in Xiamen, and personnel exchanges and cooperation across the Strait are also becoming more and more frequent. There are also many advantages such as geographical advantages, policy advantages, complementary advantages of talent structure, and the advantages of supply and demand. At the same time, there are also political concerns, poor information, difficulties in examination and approval of procedures, difficulties in funding, and some difficulties in reality. The promulgation of the “State Council's Opinions on Supporting Fujian Province to Accelerate the Building of an Economic Zone on the West Bank of the Taiwan Strait” provides a rare historical opportunity for the exchange and cooperation between professionals in Xiamen and Taiwan. In the face of these circumstances, we propose to push forward personnel exchanges and cooperation in Xiamen by means of a number of measures: Adhere to the cohesion of industrial cooperation with Xiamen and Taiwan, vigorously promote the construction of a talent intermediary platform in Xiamen, create a policy environment in which Taiwanese talents can develop in Xiamen and promote the two-way development of personnel exchanges across the Taiwan Strait.
