赵修同志是吉林省人大常委会主任。本刊曾于1983年第3期发表过他的署名文章。文章介绍了吉林省建立厂内银行的情况,并指出它是监督厂内各项开支和流动资金占用情况,保证经济责任制顺利推行的有效形式。时间过去了五年,实践证明厂内银行在落实承包经营责任制中发挥了很好的作用,显示了它的生命力。国家将要选一批基础工作较好的企业作示范厂,试行他们的经验。如果我们的企业都能把建立这一机制作为完善企业内部经营管理的主要环节来抓,必将极大地推动企业内部各个环节的经济核算和企业的科学管理,将使承包制显示明显的经济效益。
