推进社会管理创新,是深入贯彻落实科学发展观、构建社会主义和谐社会的重要任务,是适应我国新时期经济社会的结构转化和利益格局的调整变化、加强和改进社会管理的必然要求。构建和谐社会、维护公平正义,是履行检察职能的应有之义,积极参与社会管理创新是检察机关履行检察职能又一重要举措。本文以建立不诉帮教机制为视角,就检察机关如何立足检察职能、积极参与社会管理创新、提高社会管理水平、维护广大人民群众的根本利益作一粗浅探析。
Promoting innovation in social management is an important task for thoroughly implementing the scientific concept of development and building a harmonious socialist society. It is also a necessary task for adapting itself to the restructuring and changes in the economic and social structure and the pattern of interests in the new era, and for strengthening and improving social management. Constructing a harmonious society and safeguarding fairness and justice are the proper meanings of fulfilling procuratorial functions. Active participation in social management innovation is yet another important measure for procuratorial organs to perform procuratorial functions. In this paper, from the perspective of establishing a mechanism that does not appeal to help teach, this paper provides a brief analysis of how the procuratorial organs should base themselves on procuratorial functions, take an active part in social management innovation, improve social management, and safeguard the fundamental interests of the broad masses of people.
