国家管理危机是国家权力结构和关系体制的职能运行及发展的特殊状态,它的特点是体制内部矛盾的激化,业务的不平衡,表现在对社会经济进程管理影响的效果降低。国家管理体制危机通常是综合性的,其中,表现出政治、组织和技术矛盾,也有经济、心理原因,最具破坏性的是政治和组织危机。国家管理体制的组织危机是其各要素发展水平间矛盾最大化,或者各目标不相符,导致工作质量实质上降低。引发国家管理危机的各种原因中最具实质性的是体制内部原因和主观原因,正是这两个原因为危机的出现创造了条件,决定了危机发展的时间和克服它的方法。为了监测和调节国家管理体制的发展速度和方向,应合理地附设相应的分支机构,该分支机构同样也对各个进程进行科研和方法指导,随后的研究成果应成为制定国家管理危机阻止机制的依据。
The crisis of state management is a special state in the functioning and development of the power structure and the relational system in the country. It is characterized by the intensification of internal conflicts within the system and the imbalance of business, which is manifested in a diminished effect on the social and economic progress management. The crisis of the state management system is usually comprehensive. Among them, the political, organizational and technical conflicts have also shown economic and psychological reasons. The most destructive are political and organizational crises. The organizational crisis of the state management system is to maximize the contradictions between the development levels of its various elements or the inconsistencies among the various goals, resulting in a substantial reduction in the quality of work. The most substantive of the various causes that trigger the crisis in state management are internal and subjective causes of the system. It is these two reasons that create conditions for the emergence of a crisis, determine the timing of the crisis and overcome it. In order to monitor and adjust the speed and direction of the development of the national management system, corresponding branches should be rationally attached. The branches also conduct scientific research and methodological guidance on the various processes. Subsequent research results should be the basis for formulating a national management crisis prevention mechanism .
