治淮委員會命令兹頒發‘皖北區一九五二年春季治淮愛國勞動競赛運動實施辦法’希即貫澈執行。主任曾山 (一)競賽的目的與要求:一、爲了繼續貫徹毛主席‘增加生産,厲行節約,以支持中國人民志願軍’與‘一定要把淮河修好’的偉大號召。二、今春在皖北區要發動百分之八十以上的淮基層勞動單位參加競賽。通過競賽運動,進一步提高廣大工人、民工及榦部的愛國熱情,加強集體觀點,打破自滿情緒與保守思想,大力推廣先進的勞動經驗,改進勞動組合與操作方法,發揮治淮中的潛在力量,達到克服一切困難,提高勞動效率,保證一九五二年春季治淮任務澈底勝利。
