“选举”在辞源学上诠释为择善者而举之。用现代政治学的观点来分析,它是一种具有公认规则的程序形式,其实质是人民主权的寄存过程。选举制度是规定公民与国家政权之间关系的、由公民通过选择国家公职人员的方式,而赋予国家政权合法性的一系列制度和规范。选举制度作为国家政治制度的重要内容,一般由宪法和选举法等有关法律规定。
“Election ” in censorial interpretation of the choice for the good and cite it. Analysis from the point of view of modern politics, it is a form of procedure with generally accepted rules, and its essence is the process of registering people’s sovereignty. The electoral system is a series of systems and norms that provide the legitimacy of state power by stipulating the relationship between citizens and state power, and by means of citizens choosing state public officials. The election system as an important part of the national political system is generally governed by relevant laws such as the Constitution and the Electoral Law.
