工业企业的消防管理,一直是消防部门日常监督管理的一个重点。随着市场经济的逐步深入,过去形成的一套管理机制和办法已不能适应当前工业企业消防监督管理的要求。为此,丽水地区消防支队面对实际,立足现状,积极探索,改进和加强工业企业消防管理的方法和措施,推出了一套适应当前形势下做好工业企业消防管理工作的新举措。 现状与问题 工业企业的消防管理长期以来一直是通过政府及其主管部门,组织检查、考核、评比等活动来实现对企业消防工作的具体管理。主要推行的是行政管理的模式。党的十四大以来,我国逐步深化经济体制的改革,由计划经济向社会主义市场经济过渡。企业在所有制形式、经济结构、管理方法等各个方面发生了根本性变化。在经济快速增长的今天,工业企业的消防工作出现了许多新矛盾、新问题,消防管理工作不仅得不到应有的加强,反而呈削弱趋势。从总体上讲主要存在五个方面的问题:一是消防管理模式已难以为继。个体、私营经济的迅猛发展,成为消防管理的重要组织部分;国有企业也通过放开搞活成为自主经营、自我约束的法人实体和市场竞争主体。企业“主
