关于发展理念问题是建设中国特色社会主义的根本理论问题。改革开放三十年,中国共产党根据不同历史阶段所面临的不同社会矛盾和发展问题,其发展理念也随实践探索经历了三次创新,形成了一脉相承又与时俱进的中国特色社会主义发展理念。在全面建成小康社会的关键时期,党中央召开了十八届五中全会,通过了“十三五”规划建议,提出创新发展、协调发展、绿色发展、开放发展、共享发展,为党的理论创新做出了新的贡献,也为今后的经济社会发展提供了新的行动指南。
