8月29日,市人大常委会召开《天津市人工影响天气管理条例》(以下简称《条例》)宣传贯彻动员会。市人大常委会副主任张俊芳出席会议并讲话。会上,市人大法制委、市政府法制办、市气象局、蓟州区政府、静海区气象局负责同志,分别就法规的立法背景、主要内容和贯彻实施准备工作等发言。张俊芳指出,人工影响天气工作是农业公共服务体系建设的重要内容,也是服务地方经济社会发展
On August 29, the Standing Committee of the Municipal People’s Congress held the Tianjin Regulations on Man-made Weathering and Weather Management (hereinafter referred to as the “Regulations”) to publicize and implement the mobilization meeting. Zhang Junfang, deputy director of Municipal People’s Congress attended the meeting and delivered a speech.
