2006年至2010年,全国基层司法行政机关尤其是司法所和广大人民调解员发挥扎根基层、贴近群众的优势,结合实际,认真贯彻落实法制宣传教育第五个五年规划的部署,锐意进取、积极探索、勇于实践,充分发挥人民调解法制宣传教育的功能,把法制宣传教育贯穿人民调解始终,通过个案调解,有针对性地宣传有关法律法规,增强当事人和广大群众的法律意识,实现“调解一件、教育一片”的效果。同时,积极适应形势任务的新要求和人民群众法律需求的新变化,积极推进法制宣传教育工作创新,努力探索普法的新途径,丰富法制宣传教育的形式和载体,不断增强法制宣传教育的针对性和实效性,开创了法制宣传教育工作新局面。我们汇集了部分基层司法行政机关在开展法制宣传教育工作中的经验、做法,刊登在“基层普法”栏目,作为“五五”普法工作的回顾和“六五”普法工作的序曲,以期谱写“六五”普法工作的壮丽篇章。
