五月的锡林郭勒大草原,冰雪消融。姗姗来迟的春风,刚刚掠过这片广袤的大地。经历了严冬后的草原,又在孕育着绿色的生命。一个社会主义新型牧区的雏形正展现在我们的面前……锡林郭勒盟是我国重要的草原牧区之一。历史上,这里“十年九灾、九灾八白”、“大灾大减产,小灾小减产,无灾增点产”的“靠天养畜”的局面一直没有得到改变。1977年,锡盟遭到历史上百年少有的特大雪灾,全盟牲畜损失215万头(只),有的旗损失80—90％,
