“十八大”闭幕后,教育部党组织召开了深化教育领域综合改革会议,并在2013年1月下发了《关于2013年深化教育领域综合改革的意见》文件。在该文件的指导下,2013年10月21日,北京市考试院公布了《中高考改革方案意见稿》:打算从2016年起,中考英语分值从120分降为100分,而中考语文分值从120分提升为150分。高考英语分值由150分降为100分,而高考语文分值从150分提升为180分。此文件下发后,在国内引起了热烈的讨论,赞成者和反对者各抒己见。
