我国从20世纪90年代开始,在借鉴国际上公共部门绩效评估理论和方法的基础上,结合中国的实际,探索建立并实行了地方党政领导班子和领导干部综合考核评价办法。2014年12月中共中央组织部、国务院扶贫办联合印发了《关于改进贫困县党政领导班子和领导干部经济社会发展实绩考核工作的意见》,对贫困县党政领导班子和领导干部经济社会发展实绩考核工作的目标、内容和组织领导等,提出了原则性的要求。本文拟
Starting from the 1990s, China has explored the establishment and implementation of a comprehensive assessment and evaluation method for the leading groups and leading cadres in the local government on the basis of the theories and methods of public sector performance evaluation in the world and China. In December 2014, the Organizational Department of the CPC Central Committee and Poverty Alleviation Office of the State Council jointly issued the Opinions on Improving the Achievements in Economic and Social Development of Party and Government Leading Cadres in Poor Counties and the Opinions on the Economic and Social Development of Party and Government Leading Cadres and Leading Cadres in Poor Counties Performance objectives of the assessment work, content and organizational leadership, put forward the principle of the requirements.
