兰州市西固区地税局党支部成立于1994年,现有党员43名,占全局职工的1/4。自成立以来,党支部充分发挥战斗堡垒作用,开创了地税工作的新局面,取得了优异的成绩,1999年至今连续三年被西固区委授予“先进党支部”称号。抓好队伍建设提高干部素质建局之初,干部都是从各行业抽调和学校分配来的,真正懂税收业务、会查账、能独当一面的业务骨干没有几个。面对这种状况,党支部提出了“全面发展、突出重点、分类结合、严抓细管”的队伍建设思路,使干部在“德、能、勤、绩”四方面得到全面发展。在狠抓思想政治素质的提高上,党支部一抓政治理论学习和教育,二抓社会主义精神文明和职业道德教育,使干部的思想政治素质有了很大的提高,
