随着我国改革开放政策的深入贯彻执行,我国与国际的经济交往日益加强,引进外资的数量也不断增加。林业部从1983年起开始使用世界银行贷款,到目前为止,有发展林业教育的软贷款,有发展商品材基地和科研推广的贷款,最近,又与世界银行商谈,争取得到加强大兴安岭防火能力的贷款和发展全国速生丰产林的贷款。但是,世界银行贷款有其特定的一套程序,如何适应这套程序,并用好贷款,是从事此项工作的同志亟需解决的问题。为此,我们邀请林业部外事司的李禄康同志,撰写了“世界银行林业项目分析方法”作为林业经济管理专题讲座的新专题。李禄康同志参考世界银行发表的材料并结合我国林业项目的特点,向我们介绍了世界银行对林业项目分析的基本理论和方法,为我们了解世界银行的项目贷款提供了钥匙,也为我们掌握经济方法,管理经济提供了有益的帮助,同时为我们创造出符合我国国情的林业项目分析方法提供了一条思路。这一专题我们将分五讲陆续展开,主要内容有:项目概论、项目的财务分析、项目的经济分析、项目的敏感性分析与风险性分析、债务与还债能力的计算。主要概念和方法有:项目、贴现与现值、收益成本分析、内在收益率、经济价格、直接转帐付款,等等。
With the thorough implementation of China’s policy of reform and opening up, the economic exchanges between our country and the rest of the world have been increasingly strengthened and the number of foreign funds imported has also been on the rise. The Ministry of Forestry has been using the World Bank loan since 1983, and so far there have been soft loans for developing forestry education, loans for the development of commodity materials bases and research and promotion. Recently, the Ministry of Forestry has also negotiated with the World Bank to secure the fire prevention capability of the Greater Hinggan Mountains Loans and loans for the development of fast-growing and high-yield forests nationwide. However, the World Bank loan has its own specific set of procedures. How to adapt to this procedure and make good loans is an issue that the comrades engaged in this work are in urgent need of solution. To this end, we invited Comrades Li Lokang from the Foreign Affairs Division of the Ministry of Forestry to write a “World Bank Forestry Project Analysis Methodology” as a new topic for lectures on forestry economic management. With reference to the materials published by the World Bank and commented on the characteristics of China’s forestry projects, Comrade Li Hongkang introduced to us the basic theories and methods of the World Bank’s analysis of forestry projects and provided the key to understanding the World Bank’s project loans and also grasping the economic methods , Provided a useful help in managing the economy, and provided an idea for us to create a forestry project analysis method that is in line with China’s national conditions. This topic will be divided into five sections one after another to expand, the main contents are: Introduction to the project, the project’s financial analysis, the project’s economic analysis, the project’s sensitivity analysis and risk analysis, debt and debt repayment ability calculation. The main concepts and methods are: project, discount and present value, cost-benefit analysis, internal rate of return, economic price, direct debit payment, and so on.
