完善中国农村环境管理体系的预期目标是要改变传统的“自上而下决策”的政府管理模式,建立一种“自上而下”和“自下而上”相结合的社会管理模式,同时需要理顺环境监测的机制和体制,设立专门农村环境保护机构,加强农村环境监测站建设,完善各类环境监测网络和培养高素质的人才队伍。
