第一章总则第一条为了继承和发扬中医药学,保障和促进中医药事业发展,适应人民群众对中医医疗保健的需求,根据国家有关法律、法规,结合本市实际情况,制定本条例。第二条在本市行政区域内从事中医(包括中西医结合和民族医)医疗、预防、保健、康复以及中医药教育、科研和对外交流等活动,适用本条例。第三条发展中医事业应当坚持中西医并重的方针,按照继承、保护、扶持、发展中医的原则,发挥中医特色与优势,运用现代科学技术,促进中医理论和实践的发展,推进中医药现代化。
Chapter I General Provisions Article 1 These ordinances are formulated in accordance with the relevant state laws and regulations in the light of the actual conditions of the municipality in order to inherit and carry forward Chinese medicine, safeguard and promote the development of the cause of Chinese medicine, meet the needs of the masses of the people for the medical and healthcare services of Chinese medicine. Article 2 These Regulations shall apply to engaging in the activities of medical treatment, prevention, health care, rehabilitation, education of traditional Chinese medicine, scientific research and foreign exchange of Chinese medicine (including Integrative Medicine and Ethnology) within the administrative area of this Municipality. Article 3 The development of traditional Chinese medicine must adhere to the principle of equal emphasis on both Chinese and Western medicine. According to the principle of inheriting, protecting, supporting and developing Chinese medicine, it should give full scope to the features and advantages of traditional Chinese medicine and use modern science and technology to promote the development of TCM theory and practice and advance the modernization of Chinese medicine.
