由于网络的发展,新技术与新知识可以在全球范围内广泛传播。与此同时,随着网络的日益普及,网络用户数量不断攀升,网络中的侵权行为也愈发频繁的出现,这其中以著作权为典型代表。在满足社会公众对新的科学技术需求的同时,还应当对互联网上行为人的行为给予一定的限制。因此,如何在满足网络用户合理使用的前提下更好的保护著作权人的利益,值得深入研究。

At the same time, with the increasing popularity of the Internet, the number of Internet users is on the rise and the infringement on the Internet is becoming more and more frequent.
