在全球化语境中,文化产业的发展关系到综合实力的竞争。本文系统梳理了我国具有典型的向心文化价值传统,并基于文化的公共性特征,认为:在文化体制改革的过程中,公共财政对于文化发展的扶持,不应简单区分事业或产业,应当在文化生产力理论的指导下,施行事业-产业联动的文化财政政策思路,通过合理适度的公共政策推动文化产业的健康快速发展。
In the context of globalization, the development of cultural industries is related to the competition of comprehensive strength. This paper systematically sorts out the traditional centripetal cultural value tradition in our country and based on the cultural publicity characteristics, holds that: in the process of cultural system reform, the public finance should not distinguish the business or industry simply from the support of cultural development, Under the guidance of cultural productivity theory, the implementation of the cause of the industrial linkage of cultural and fiscal policy ideas, through reasonable and appropriate public policies to promote the healthy and rapid development of cultural industries.
