Establishing and perfecting the system of villager autonomy in rural areas is the explicit request of the Third Plenary Session of the 15th CPC Central Committee and also the core content of the Organic Law of Villagers Committees. To implement this system, the relations between the three parties should be handled well. First, the correct handling of village committees and
