Jiangsu is the more economically developed province in the southeast coast of China. The guiding ideology of economic construction based on agriculture has already taken root, and the agricultural production conditions are good with remarkable achievements. In 1985, the province’s total output value of agriculture reached 23.2 billion yuan, an increase of 58% over 1980, ranking third in the country. However, in recent years, a small number of places have neglected agriculture, grasping agricultural infrastructure infrequently and investing so little that the latter have insufficient capacity.
