Civil aviation is a modern and rapidly developing undertaking that provides the most efficient use of modern and state-of-the-art technologies to provide mankind with the most efficient air transport services. However, how to utilize modern and state-of-the-art technology to serve civil aviation is truly a big issue for mankind challenge. Because it involves more than purely technical issues, but also complex political and legal issues. How to combine the two successfully and skillfully is indeed an art to solve this problem. ICAO plays a pivotal role in this regard. It has done and is doing fruitful work in this area.
