【正】 目前,城镇(指县城以及与县城规模相当的集镇)基层图书室较为普遍,但大多各自为政,规模小,设备简陋,藏书少,服务质量不高,经济效果也差。要彻底改变这种状况,以最经济的人力、物力、财力求取最佳的效果,走社会主义图书馆事业集中统一管理的道路,广泛开展协作活动,无疑是一种有效的途径。本文就此提出若干设想,以为探讨。一、建立协调的统一管理机构。分散存在于各企业(包括部分事业单位)的图书室,一般都归本单位工会所有。由于同属工会系统,因而当地上级工会完全可以对其施
