“三项建设”是公安部党委以科学发展观为统领,在科学分析、准确判断当前国际与国内形势和公安工作实际的基础上,作出的重大战略部署,是更好地应对新形势、新任务对公安工作提出的新要求,也是当前和今后一个时期公安工作的中心和重点。文章以陇西县为例,分析了“三项建设”中存在的问题,明确了“三项建设”的关系,提出了推动“三项建设”的对策和措施。
