本文从政府再造的理论与当代西方政府再造的三大主题出发,探讨了一些问题,诸如政府再造的目标是建立一个扁平化、效率化、权责分明的政府;政府再造的典型范式是建立社会化政府、竞争型政府、效能化政府、电子化政府与学习型政府。此外,本文从理论与实践层面上探讨了西方各国政府再造的普适性特征,对政府再造中的企业家政府理论、以顾客为导向的服务理念和公共服务的付费制等问题也进行了深入的反思。
Based on the theory of government reengineering and the three major themes of contemporary western government reengineering, this article explores some issues, such as the goal of government reengineering is to establish a flat, efficient and clearly defined government with right and responsibility. The typical paradigm of government reengineering is to establish a society Government, competitive government, efficient government, electronic government and learning government. In addition, this dissertation explores the universal characteristics of government reengineering in western countries from the theoretical and practical aspects, and further discusses such issues as entrepreneur government theory in reengineering, customer-oriented service concept and public service payment system Reflection.
