最近某些驻在城市的部队,为完成生产任务,参加搬运公私物资,致与码头工人连续发生纠纷和冲突。究其原因:第一、由于城市劳动力过剩,劳力工人太多,又加时值春荒,农村劳动力不断流入城市,而目前交通与货运尚未完全恢复,由于部队劳动力投入搬运工作以致影响劳力工人生活之维持。第二、过去各地搬运业由于帮头,把头、包工头等霸占码头,划分地区,引成行帮垄断的封建把持制度,工人群众长期在此种制度影响下,宗派思想还很严重,第三、部份部队,由于未能照顾上述情况而承揽了搬运工作,致与搬运工人利益发生冲突,有的不通过政府工会,迳自与工人争揽或抢揽,既有上述情况,又值目前各城市正在开展废除各地搬运事业中封建把持制度的斗争,此问题如不作适当解决,令其延续下去,必
