经过长达13年的艰苦谈判,中美双方于1999年11月签署了“中国市场准入和加入议定书”,这意味着我国加入WTO的最主要障碍已被扫除,今年5月美国众议院通过了给予中国永久正常贸易地位的议案,同一议案也即将提交参议院表决,这预示着影响中美贸易关系稳定发展的最主要的障碍也将得到克服。上述发展说明在我国加入WTO以后,中美双边贸易关系将有可能在“双赢”的格局下进一步发展。
After 13 years of hard negotiations, China and the United States signed the “China Market Access and Accession Protocol” in November 1999, which means that the most important obstacle to China’s accession to the WTO has been cleared. In May this year, the U.S. House of Representatives passed The bill that gives permanent normal trade status to China and the same bill is about to be submitted to the Senate for voting. This indicates that the most important obstacle to the steady development of China-US trade relations will also be overcome. The above development shows that after China’s accession to the WTO, bilateral trade relations between China and the United States will likely develop further under the pattern of “win-win”.
