上个世纪90年代以来,全球经济竞争的重点正从货物贸易转向服务贸易,服务业已成为全球经济增长最快的部门。中国货物贸易总量呈快速增长趋势,服务业特别是现代服务业是城市文明进步和现代化程度的重要标志,是拉动经济增长的重要力量。而我国服务业产值不仅远远低于发达国家和世界的平均水平,且存在大量的入超,逆差严重。中国加入WTO后,发达国家的金融、保险、电信、运输、分销、文化、教育等各种服务企业将会纷至沓来,进入我国市场,与我国的服务企业争夺国内服务贸易市场。本文试通过分析我国国际服务贸易发展过程中存在的问题,提出一些发展我国国际服务贸易的对策思考。
Since the 1990s, the focus of global economic competition has shifted from the trade in goods to the service trade. The service industry has become the fastest growing sector in the world economy. China’s total trade in goods shows a rapid growth trend. The service industry, especially the modern service industry, is an important symbol of the progress and modernization of urban civilization and an important force driving economic growth. However, the output value of service industry in our country is not only far below the average level of developed countries and the world, but also there is a large number of surges and serious deficits. After China’s accession to the WTO, various service enterprises in developed countries such as finance, insurance, telecommunications, transportation, distribution, culture and education will enter the market of our country and compete with the service enterprises in China for the domestic service trade market. This paper attempts to analyze some problems in the development of China’s international trade in services and put forward some countermeasures for developing China’s international trade in services.
