我国医疗卫生状况的一个很突出的特点是医疗资源总体稀缺,然而却分配不均,效率低下。一方面,广大的农村地区依然普遍缺医少药。另一方面,在城市,特别是大城市,医疗资源相对过剩,过度使用的情况十分常见。经常有这样的新闻诉诸报端:普通感冒,看一次门诊至少要几百元钱;一些常见疾病,还没确诊就已经花光了患者所有积蓄……这些现象背后的实质问题是,原本稀缺的医疗资源被严重浪费。尤其是在检查和药品使用上,资源得不到有效的利用。
A very prominent feature of China’s medical and health conditions is the overall scarcity of medical resources, but it is unevenly distributed and inefficient. On the one hand, the majority of rural areas are still generally short of medicine and medicine. On the other hand, in cities, especially big cities, there is a relative surplus of medical resources, and overuse is very common. There are often such news appeals to newspapers: a common cold, which costs at least a few hundred dollars to see a clinic; some common diseases that have not been diagnosed have already exhausted all of the patient’s savings... The real problem behind these phenomena is that they are originally scarce. Medical resources are wasted. Especially in the inspection and use of drugs, resources are not effectively used.
