改革开放以来,国有企业改革始终是整个经济体制改革的中心环节。北京国企改革,大体经历了三个阶段:一个是扩大经营自主权阶段。即从改革开放初期到党的十四届三中全会这个时期,大约用了15年时间。二是制度创新和结构调整阶段。即从党的十四届三中全会到党的十六大前后这个时期,大致用了10年时间。三是以国有资产管理体制改革推动国企改革发展阶段。也就是从2003年新的国资监管机构的成立到现在。这些年,北京市国资委牢牢把握国有资产出资人代表的职责定位,坚持以深化改革促发展,以发展引领国企改革和国资监管,以创新思路、加快发展保障和谐,努力构建改革、发展、创新、和谐良性互动的工作格局,逐步探索出了一条符合北京特点的加快国有企业改革发展、加强国有资产监督管理、创新国有企业党建的新路子。

In recent years, Beijing SASAC has firmly grasped the responsibilities of state-owned assets representatives, persisted in promoting development through deepening reforms, developing leading state-owned enterprises and supervising state-owned assets, accelerating development and ensuring harmony through innovation, and strived to establish a system of reform, development, Innovation and harmonious and benign interaction, and gradually explored a new path that is in line with the characteristics of Beijing and accelerates the reform and development of state-owned enterprises, strengthens the supervision and management of state-owned assets and innovates the party building in state-owned enterprises.
