发展是我们党执政兴国的第一要务,是解决一切问题的根本所在。在当前竞争日趋激烈的大环境下,怎样才能实现科学和谐发展,靠什么样的机制才能激活生产要素,是各级党委始终探索实践、致力破解的战略课题。近年来,我们在推进科学发展进程中,注重加强对规律性、机制性问题的研究,跳出过去“头痛医头、脚痛医脚”的片面思维和短期行为,坚持从创新管理机制入手,围绕“决策目标、执行责任、考核监督”三个体系建设,探索建立了一套激励各级干部干事创业的长效机制,在全市上下营造了“想干、会干、干好”的良好环境和浓厚氛围,进而推动了全市物质文明、政治文明、精神文明建设以及和谐社会建设的全面进步。近几年来,禹城先后荣获全国科技实力百强市、食品工业强市、平原绿化先进市、农业综合开发先进市以及全省农村基层组织建设先进市、精神文明建设先进市、信访工作先进市等荣誉称号。各项经济社会发展指标始终位于德州各县市区前列,在全省的位次也大幅前移。工作中,我们主要抓了五个方面的机制创新。
Development is the top priority for our party in governing and rejuvenating the country and the fundamental solution to all problems. Under the increasingly fierce competition in the current environment, how to achieve a scientific and harmonious development and what kind of mechanism can activate production factors is a strategic issue that party committees at all levels have always explored and committed to cracking down. In recent years, while advancing the process of scientific development, we have focused on strengthening the study of regularity and mechanism issues, jumping out of the past one-sided thinking and short-term behavior of “treating the head and treating the feet painstakingly.” We are determined to proceed from the innovative management mechanism and focus on Set up a long-term mechanism to encourage entrepreneurship at all levels of cadres to create a good environment that “wants to do, will do, do good” and “ A strong atmosphere, and then promote the city’s material civilization, political civilization, spiritual civilization and building an all-round progress in building a harmonious society. In recent years, Yucheng has won the title of ”Top 100 Science and Technology Cities in China, Strong City of Food Industry, Advanced City of Plains Afforestation, Advanced City of Comprehensive Agricultural Development, Advanced City Construction of Rural Grassroots Organizations in the Province, Advanced City of Spiritual Civilization Construction, Advanced City of Letters and Visits Honorary title. All economic and social development indicators are always in the forefront of counties and cities in Texas, the province’s ranking also moved forward significantly. In our work, we mainly focus on five aspects of mechanism innovation.
