我国的《消防改革与发展纲要》(以下简称《纲要》)的颁布实施,充分体现了党中央、国务院对消防工作的关怀和重视,是在社会主义经济条件下社会和经济发展的需要,也是由计划经济向社会主义市场经济转变过程中消防改革的重大举措。《纲要》是我国多年来特别是改革开放以来消防工作经验教训的结晶,足近一段时期内指导消防工作的一个纲领性文件,它对于加快我国消防事业的发展具有重要意义。
