为促进农药行业又好又快地发展,做好农药管理工作,更好地服务三农,国家近年来相继出台了一系列新法规、新政策,如工信部在今年2月份发布“不再颁发农药乳油产品批准证书”的规定;今年4月,交通运输部、农业部、公安部、国家安监总局等四部委联合发布《关于农药运输的通知》,以及修订了一些农药登记政策等。现在这些政策已初显成效,行业得到进一步规范。但是,新的法规和政策在实施过程中,与传统的做法和习惯必然会发生一些碰撞,产生一些矛盾;而企业对新法规、新政策中某些条款的不理解也在所难免,给工作的开展带来一些麻烦。
