“必须把发展作为主题”，“发展是硬道理，是解决中国所有问题的关键”。这是党的十五届五中全会提出的一个重要指导思想，是完成“十五”计划的根本保证。“十五”计划《建议》，把发展作为主题，是正确估量国际国内形势所作出的科学决断，是十分英明正确的，意义十分重大深?
“Development must be the theme,” “development is the last word and the key to solving all the problems in China.” This is an important guiding ideology put forward by the Fifth Plenary Session of the 15th CPC Central Committee and the fundamental guarantee for completing the 10th Five-Year Plan. The “Tenth Five-Year” Plan’s “proposal” takes development as the theme and is a scientific decision made by correctly assessing the international and domestic situations. It is very wise and correct and of great significance.
