前不久,党的十三届七中全会确立了水利是国民经济基础产业的地位。全会通过的《中共中央关于制定十年规划和八五计划的建议》明确把水利与能源,交通等基础工业和基础设施放在同等地位予以加强。如今,水利是基础产业的观念正逐渐深入人心。人们说,这里面有张光斗先生的一大功劳。张光斗是中国科学院学部委员,清华大学教授,知名水利专家。去年春季,他在多年研究的基础上,怀着兴水利、裕国家的志向,就发展我国水利事业和解决水资源的途径问题,分别写信给江泽民总书记和陈云同志,建议党中央和国务院把水资源列为国家经济建设的战略重点之
Not long ago, the Seventh Plenary Session of the 13th CPC Central Committee established the status of water conservancy as the basic industry of the national economy. The “CPC Central Committee’s Proposal for the Formulation of a Ten-Year Plan and the Eighth Five-Year Plan,” adopted by the Plenary, clearly put water resources on the same footing as energy, transportation, and other basic industries and infrastructure. Today, the concept of water conservancy as a basic industry is gradually gaining in popularity. People say that there is a great deal of credit for Mr. Zhang Guangdou. Zhang Guangdou is a member of the Chinese Academy of Sciences, a professor at Tsinghua University, and a well-known water conservancy expert. Last spring, on the basis of many years of research, he wrote to General Secretary Jiang Zemin and Comrade Chen Yun on the development of China’s water conservancy and the solution to water resources with the ambition of pursuing water conservancy and Yuguo, and proposed to the Party Central Committee and the State Council.
