有些地方政府在管理时该出手时不出手,不该出手时乱出手,干预企业决策成为其强项,这充分说明了政府职能转变远远未到位。近日,陕西省出台楼市调控新政,由省住建厅、物价局联合下发通知,要求省内各地测算商品房成本并公布售价区间,商品房利润控制在10%。如开发商违反上述规定,所售项目不得在价格部门备案,从而无法取得预售证。政策甫一出台,引起媒体和地产界一片哗然。笔者认为,此时,房地产调控处于极其敏感阶段,陕西省出台该项政策的房地产政策是违背市场规律的危险信号。
