《慈善法》于2016年3月16日第十二届全国人大四次会议审议通过。国家主席习近平签署第43号主席令予以公布,自2016年9月1日起施行。这是我国慈善事业建设第一部基础性和综合性法律,从2005年民政部对慈善法立项至今,已经有10年的时间。最近慈溪4岁女孩王佳愉掉进石灰池的消息受到了网民的极大关注,在网络媒体的报导下收到了社会各界的爱心捐款,然而王佳愉最终伤势过重而去世,尚余善款几十万去向成为网民关注的热点。
