一位于河北秦皇岛西南隅的北戴河风光秀丽,苍翠的青山和浩瀚的大海相映,精致的别墅与葱郁的林海交融,是渤海湾金项链上一颗璀璨的明珠。北戴河本名叫北家河,明代为海运积储之地,海滨命名远载于辽史。早在1898年,经北洋大臣委派津海关道李岷琛、候选道王修植、开平矿务局总办周学熙等勘测,清廷正式划定戴河以东至鸽子窝沿海向内三华里为避暑区(戴河位于秦皇岛市北戴河区的最西部———编者注)。
