我军后勤工作出现了某些秩序紊乱的失衡状态。其表现:一是宏观上的改革决策指导不当,缺乏对改革项目的总体论证,造成出台项目不慎,如基层司务长实行由干部改为士官担任后,给基层后勤管理造成的损失是严重的。要清理取消各种变相摊派规定,尤其是“几个拿一点”的问题,已经到了压得基层喘不过气、不得不解决的境地。这种向基层转嫁危机、人为制造矛盾的做法不取缔,要基层自我发展是不可能的。
Some disorganized imbalances occurred in our logistical work.
