卫生防疫机构是卫生防疫事业单位,具有科学技术性、社会性、政策性和系统性很强的特点。长期以来人们在思想认识上忽视档案管理,造成一些宝贵的卫生防疫历史资料流失,在一定程度上制约了卫生防疫事业的发展,给日常工作的开展带来了诸多不便。随着《中华人民共和国档案法》和《科学技术事业单位档案管理升级办法》的颁布和深入实施,卫生防疫档案的重要性愈来愈为人们所重视,档案的综合管理也纳入了各级卫生防疫站目标管理的内容。卫生防疫工作规范的不断落实以及卫生防疫达标上等评审工作的开展,卫生防疫站综合档案管理达标升级已迫在眉睫。
