各级行政机关的工作人员包括领导干部,必须树立依法行政的底线意识,真正把依法行政作为一切行政活动的基本准则,在完成各项任务时,坚持在法定职责范围内行使职权,坚持依照法律规定和程序作出行政行为。最近,我在参加市政协组织的几次基层调研中,了解到不少城市治理中的乱象,且都是一些多年存在的问题。例如:
