本文以湖南省山脚下村为例,考察和分析乡村治理中公民权成长的困境与逻辑。本文认为,村庄治理的突出问题在于村民的公民权缺失以及村干部缺乏基本的公共规则的约束。乡村共同体并不关心作为现代国家成员资格权利的公民权的发展与保护,相反,它们可能成为公民权发展的重大障碍。在新农村建设中,国家加强以公民权为中心的制度建设,显得尤为紧要。
In this paper, the case of Shanjiaoxia Village in Hunan Province is taken as an example to examine and analyze the dilemma and logic of the growth of citizenship in village governance. This paper argues that the prominent problems of village governance lie in the lack of citizenship of villagers and the lack of basic public rules of village cadres. Rural communities do not care about the development and protection of citizenship as a right of membership in modern states; on the contrary, they may become major obstacles to the development of citizenship. In the construction of new countryside, it is especially urgent for the state to strengthen the system construction centered on citizenship.
