儿童是民族的希望、祖国的未来。一直以来,昆山市委市政府对儿童福利高度重视,坚持儿童优先的原则,为儿童成长发展提供福利保障。2013年6月,昆山被列为民政部实施适度普惠型儿童福利制度的首批试点区之一。昆山市委市政府高度重视儿童福利制度“先行先试”工作,将试点工作作为加强社会建设和管理的重要方面,纳入经济社会发展总体规划、相关专项规划和2013年度工作计划,并将试点工作列为2013年度的重点民生工程
