2002年以来,中央《决定》和配套文件的出台,引起了各级地方党政领导对建立农村医疗保障制度的高度重视,但也应充分认识到建立新型合作医疗的复杂性和艰巨性。当前试点工作面临着诸多挑战,在此提出以下几个值得重视的主要问题。试点目标与任务。合作医疗试点的目的是研究和探索适应当地经济发展水平、农民经济承受能力、医疗服务供需状况的合作医疗政策措施、管理体制和持续稳定运行机制,为全面推广提供经验。因此,不能将试点混同与推广,急于增加试点县和扩大覆盖面。
Since 2002, the promulgation of the “Decision” and supporting documents by the Central Government has drawn great attention from local party and government leaders at all levels to the establishment of a rural medical insurance system. However, the complexity and arduousness of establishing a new type of cooperative medical care should also be fully recognized. The current pilot project faces many challenges. Here are some key issues that deserve our attention. Pilot goals and tasks. The purpose of the pilot project of cooperative medical care is to study and explore the cooperative medical policy and measures, management system and sustained and stable operation mechanism that are adapted to the level of local economic development, the economic viability of farmers and the supply and demand of medical services, and provide experience for the full promotion. Therefore, it is impossible to mix and promote pilot projects, rush to increase pilot counties and expand coverage.
