科研院所的核心价值在于其能够代表国家的科学力量,创造出具有前瞻性和创造性的科学成果,是一个国家先进性和科学性的代表机构。科研成果的研究必然要伴随着大量的人力、物力和财力的投入,对于来源于国家财政拨款和其他社会性拨款的研究经费,科研机构在保障科研项目顺利进行的同时,还必须保障科研经费的高效合规使用。面对庞大而复杂的科研项目和科研经费预算科目,科研机构的财务管理人员、预算管理人员需要以更高的专业化能力来梳理科研院所项目经费预算管理中存在的问题,以及提出相应的解决措施。对此,本文对该项问题进行了深入的研究,并以发现问题、分析问题和解决问题的思路提出了相应的解决措施,以期研究结论能为相关单位提供一定的指导性建议。
