一、从我省省情出发,把提高农村成人素质作为科技兴农的长期任务我省在1985年基本扫除文盲以后,“七五计划”时期的农村成人教育向何处发展?这是摆在我们面前的一个课题。我们从我省农村土地多、人口少、农业单产低的特点出发;从我省农村成人基本处于文化水平低(农民平均5年文化程度)、技术水平低(农民普遍没有接受现代农业技术培训)、管理水平低(农村基层干部普遍没有接受现代农业经济管理的正规训练)、技术员少(平均每万亩耕地只有0.75名技术员)的“三低一少”与现代农村商品经济发展严重不适应的省情出发,试图探索一条如何提高农村成人科技素质、发展农村经济的路子。基于这种认识,以及根据省政府要求大力开展以知识青年为重点的农村成人技术培训的指示精神,我们不失时机地把农村成人教育重点转移到成人技术培训的发展
